2025 Pine Creek Ranch POA Annual Meeting Minutes
June 7, 2025
Meeting was called to order on June 7, 2025, at the Wasatch Academy Tiger’s Den Auditorium at 1:05 pm.
Welcome
President Brad Halvorsen welcomed members present and via zoom. He thanked the many volunteers who keep things running at PCR. Special thanks were given to Barry Bezzant, Brent Vincent, Brad Howlett, Renn Egbert, Carl Brailsford, Grant Barchant, Kathy Dinkle, Julia Adams, Dwaine Zobell, and Lynda Zobell
Annual Meeting Minutes Review
The minutes for the 2024 Annual Meeting were approved by all members present.
Cougars and Bears
Kyler Wheeler introduced himself and explained the importance of chasing cougars and bears out of populated areas. His goals are 1) to keep people safe, 2) to save the animals’ lives, 3) to relocate the animals, and 4) to make the animals wary of populated areas. Kyler works with the state to place GPS collars on cougars. The tracking of cougars shows that they follow common paths, some of which take them through PCR.
Utah Forestry, Fire, and State Lands
MaLyssa Heart presented information on areas such as PCR where wild and urban areas intersect. In order to protect people and property, no trees should be within 30 feet of a cabin. It is best to plant trees that are healthy and native to our area. The best time to plant is early fall or early spring.
Election of two PCR Board Positions
Nominations were open to fill the two open board positions. Nominees were Brad Howlett, BJ Feguson, Clint Carter, Dan Smith, Dru Sorenson, and Paul Strong. Each nominee was given a few minutes to talk about themselves. Ballots were collected and given to the voting committee to be tallied.
Pine Creek Ranch POA Annual Audit
Jeff Wilde’s audit of PCR’s finances reviewed accounts from an independent point of view and summarized deposits and disbursements. It was moved, seconded and approved by the members present to accept the audit.
2025 Annual Pine Creek Ranch POA Budget
Brad Halverson explained PCR’s income and expenses. It was moved, seconded, and approved by the members present to accept the budget.
Investments
Paul Strong explained the different accounts (short term CDs and mutual funds) in which PCR’s funds are invested.
Dead/dangerous Trees
Paul Strong stated that there 196 hazardous trees that need to be taken down and have been marked. He explained safety measures that must be followed if owners want to cut down their own trees. He also suggested that professionals, such as Stan Kitchen (801-471-6728), can be employed to take down trees.
Water Project Overview
Lynda Zobell explained the USDA and water project finances.
Dwaine Zobell explained that Centra Com fiberoptic casings will be placed in ditches. He asked members to be safe by staying away from ditches and equipment and to assure eye contact before going around workers. Water availability can’t be guaranteed but efforts will be made to maintain water flow. Workers will try to open roads for weekends. The goal is to be 90% complete by the end of this year. It will take time to get roads back to good condition.
Pine Creek Ranch Facebook Page
Doug Larson explained that the Facebook page is independent of the POA and that he requires that anyone wanting to join the page must provide their lot # and answer a few questions. He can then approve them.
Annual Workday
Renn Egbert gave information on backflow water cross connection, wildfire evacuation, noxious weeds, broad leaf spray killer. He asked for volunteers to help tackle weeks by the pavilion. He also reminded everyone that the burn pile is just for branches and small logs. Please no construction wood. Nails are too often found in wood in the burn pile and can cause flat tires.
Miscellaneous Information and Election Results
Donna Freeborn asked owners to please keep their contact information up to date. Checks for fees or other items should be made out to Pine Creek Ranch POA.
The two nominees with the highest votes were Brad Howlett and Paul Strong.
New Lot/Cabin Construction
Jeff Bunker reviewed the request process for building cabins and emphasized that no grading can be done on a lot until approval is obtained.
Conclusion
Brad Halvorsen was given a standing ovation for his service as POA president.
